From the supplier: Uganda has begun reallocating resources from national security to social and economic development following the end of the Cold War. The country intends to reduce the share of defense spending in total public expenditures from 31.2% in FY 1990 to 16.7% in FY 1993. To achieve this, the Ugandan government plans to demobilize 50,000 soldiers over a three-year period starting in 1993. A Veterans Assistance Program (VAP) is being developed to provide a transitory safety net for demobilized soldiers so that they could better cope with the war-to-peace transition. The demobilization program is linked to a longer-term program of reintegration into a productive civilian life. The VAP will focus on delivering social services; providing job counseling, training and access to productive assets; and sensitizing the communities to the needs of veterans. The VAP is receiving financial assistance from various donors, including the World Bank and the German Government.
