From the author: With the projected changing composition of the U.S. workforce, the notion of diversity in the workplace has become both a quite popular topic and a serious objective for organizations. However, if the objective of a diverse workforce is to become a reality, we must reconcile a fundamental incompatibility between diversity and the way human resources systems (e.g., selection, promotion, etc.) in organizations operate; that is, we seek diversity (or heterogeneity), but human resources systems permit only similarity (or homogeneity). In this paper, we carefully examine both the diversity notion and the operation of human resources systems, and we propose an alternative view of barriers to diversity. The political skill deficiency explanation argues that females and minorities are not allowed to compete on equal footing with the majority due to a deficiency in the acquisition and understanding of political skill.
