From the supplier: The proposed change in House Rules to require a three-fifths majority approval of legislation to raise income taxes should be abandoned. Such a supermajority requirement is against the original intentions of the Framers of the Constitution, as is demonstrated by arguments in 'The Federalist' numbers 58 and 22. The structure and language of the Constitution and congressional practice also fail to support such a measure.
