From the supplier: A grassroots lobbying program which seeks to encourage dialogue between members of a state association and local state legislators was redesigned to make it more effective in influencing legislative issues. New objectives were formulated and a pyramid network was developed to ensure that the 30-35 calls needed to influence a vote would be made. Eight more objectives were defined, after which the network was tested.
