The NRC report contains much valuable information and some important recommendations, but there is some language that is open to misinterpretation. For example, the statement that "[n]o scientific studies have conclusively demonstrated a link between exposure to sound and adverse effects on a marine mammal population" would have more accurately reflected the current state of science if it had been written "there is currently not enough known about marine mammals or the impacts of anthropogenic sound ... Rating: 4 out of 5 stars - Excellent as long as you know the intent.
This fairly short (50 pages or so) discussion of the marine mammals issue (primarily related to anthropogenic (man made) ambient noise in the ocean) is NOT a technical discussion or standards document. It deals more in laying the foundation for future studies and suggesting policy directions. Wih that in mind it's excellent and was never intended to be more than that.
